“Opportunities and Challenges in the Post-BEPS Era” High-Level Seminar Held in Lixin University

On october 28, “Progressing with the Times and Seeking Solutions Together: Opportunities and Challenges in the Post-BEPS Era” High-Level International Taxation Seminar was held in the lecture hall on the ground floor of Lixin Songjiang Campus library. This seminar was jointly sponsored by China Taxation Press and Lixin University and undertaken by the editorial department of International Taxation and the School of Finance and Public Administration. Secretary Li Shiping of Lixin CPC Committee, President Shang Liqiang of China Taxation Press, and Deputy Secretary General Wei Zhongyu of China International Taxation Research Institute made speeches respectively. Professor Yang Guangyan, Dean of the School of Finance and Public Administration, presided over the opening ceremony.

Wang Yingchun, Deputy Editor-in-Chief of China Taxation Press presided over the thematic forum in the morning. Professor Deng Liping of Xiamen National Accounting Institute, a famous international taxation expert and deputy director of the Standing Committee of Fujian Provincial People’s Congress, profoundly expounded three main points of the ongoing international taxation reform. Jiang Yuesheng, a member of the leading party group and deputy director of State Administration of Taxation Jiangsu Provincial Office introduced several thoughts and suggestions on how overseas-funded enterprises and tax authorities cope with the challenges of BEPS from the practical perspective of anti-tax-avoidance. Gao Yungen, Director of International Cooperation Office, International Taxation Department, State Administration of Taxation, referenced to his abundant experiences in the State Administration of Taxation to cope with BEPS, compared the national legislations on the implementation of BEPS between China and foreign countries and put forwards the idea on further strategy. Experts on tax practices from the PwC, E&Y, Deloitte, and KPMG shared the most pragmatic experiences and thoughts. Guo Xinjie, Managing Partner of Deloitte China National Transfer Pricing Services, elaborated the hot issues and challenges of the transfer pricing of intangible assets in the post-BEPS era with focus on the analysis of value chain. Qiu Hui, Managing Partner of Ernst & Young Greater China Transfer Pricing Services, talked about the latest development of international taxation and China’s responses in the post-BEPS era. Chi Cheng, Managing Partner of KPMG China Transfer Pricing Services, deeply analyzed the transfer pricing risks faced by Chinese enterprises which seek oversea expansion. Xing Jianliang, Partner of Lixin Certified Tax Agents, focused on the data preparations for the 13th BEPS Action Plan and partly interpreted the Announcement No.42 recently issued by the State Administration of Taxation.

Professor Luo Qin, Deputy Dean of the School of Finance and Public Administration, presided over the thematic forum in the afternoon. Jin Dongsheng, Deputy Secretary General of China International Taxation Research Institute and Distinguished Professor of Lixin University, explained several important theoretical and practical issues on BEPS. Associate Professor He Yang, Deputy Dean of the School of Public Finance and Tax of the Central University of Finance and Economics, introduced the quantitative analysis on the influence of BEPS action plans on governments and enterprises in all countries. Associate Professor Wang Zhixuan of the Public Finance and Taxation Research Institute, Xiamen National Accounting Institute, analyzed several effects of the international taxation in the post-BEPS era from the perspectives of international trade and international investment. Associate Professor Zhu Xiaodan, Director of the Law Teaching and Research Office, the School of Law, Dalian Ocean University, in-depth analyzed the revisions and possible impacts of 2016 United States Model Income Tax Convention. Postdoctor Li Na of the School of International Law, East China University of Political Science and Law, analyzed the implementation of BEPS program in European Union and its impacts on Chinese enterprises’ investment in European Union. In the Q&A interaction session, guest speakers actively and patiently answered all kinds of questions raised by the audience and spoke highly of the students who asked questions.

As the first national high-level academic conference undertaken by a college of Lixin since its reorganization, this seminar will enhance the external influence and awareness of Lixin, strengthen the external cooperation on scientific research in the fields of finance and taxation, and improve the cultivation of talents majoring in finance and taxation based on industry-university-research cooperation.
