On October 21, the inauguration ceremony of the Shanghai Business Environment Research Center (Think Tank) was held at SLU. Xiao Guiyu, vice director of the Standing Committee of the Municipal People's Congress, Dai Liu, director of Financial and Economic Committee, Zhu Min, deputy director of the Municipal Development and Reform Commission and Li Shiping, Chair of the University Council jointly inaugurated the Shanghai Business Environment Research Center (Think Tank).
The Shanghai Business Environment Research Center (Think Tank), a school-level research platform, was established by SLU with support from the Financial and Economic Committee of the Shanghai Municipal People's Congress and the Shanghai Municipal Development and Reform Commission. The Center will be oriented to meet the major national strategic needs and the local transformation and development needs. Based on the business environment construction needs of Shanghai, its aims to become the most authoritative, innovative and cutting-edge research institution for business environment assessment and optimization in Shanghai as well as an university Think Tank that exerts important influence across the country. Relying on the preponderant disciplines of SLU, the Center will engage influential experts in related fields as chief experts, focusing on the following five major areas: research on the innovation of the business environment system and mechanism, research on the international comparison of business environment, research on the business environment marketization, research on the quantification of business environment, and research on the legal protection of business environment.
On behalf of the Municipal People's Congress, Xiao Guiyu, vice director of the Standing Committee of the Municipal People's Congress congratulated SLU on the inauguration of the Center. He hoped that after its establishment, the Center would have a high target positioning with great aspirations and ideals, be able to allow full play to the professional characteristics and discipline advantages of SLU, give advice to CPC Shanghai Municipal Committee and Municipal Government on major decisions, provide intellectual support for the legislative work and supervision of law enforcement of the Municipal People's Congress, and contribute to the city’s construction of “Five Centers”. The Center should strengthen exchanges with related research institutions and international platforms, fully participate in research, and build a business index system suitable for China's national conditions.
At the inauguration ceremony, Li Shiping introduced the establishment background and development positioning of the Shanghai Business Environment Research Center (Think Tank). According to Li Shiping, the Center will present a series of research results in the form of decision-making and consulting reports, special policy reports, special academic reports, etc. First, the Center will publish the government decision-making and consulting reports. The Center will constantly deepen the cooperation with the government and enterprises on various consulting projects, and provide policy-makers with consulting reports in the form of white papers, expert proposals and decision-making consulting reports regarding key issues about the development of business environment that the government, enterprises, and community are concerned about, with the purpose of offering advice and suggestions on optimizing the business environment in Shanghai. The Center will publish a special results report every month and submit it to relevant government agencies in a timely and accurate manner to enhance the decision-making and consulting role of research results.
Second, the Center will hold the high-end forums on business environment. The development summit forums on optimizing business environment will be jointly hosted by the Center as well as the World Bank, Financial and Economic Committee of the Shanghai Municipal People's Congress, Shanghai Municipal Development and Reform Commission and other organizations on a regular basis. The themes of the forums will focus on the innovation of business environment system and mechanism, the international comparison of business environment, business environment marketization, etc., aiming at building an open and diversified academic exchange platform.
Third, the Center will release and publish the White Paper on Optimizing the Business Environment in Shanghai on a regular basis. The Center will focus on several issues related to optimizing the business environment in Shanghai, take advantage of its strong data resources, and take a series of forward-looking issues in the business environment as the starting point, and finally create the annual theme reports of overall and strategic significance, such as “Report on the International Comparison of Business Environment”, “Report on the Business Environment Marketization”, “Report on the Reform of Business Environment System and Mechanism”, “Report on the Comparison of Business Environment Policy”, etc. The brand effect of the Center will be gradually formed, accomplishing the goal of providing government departments with advice on decision-making.
Fourth, the Center will build a specialized database and website. Based on the quantitative analysis of the business environment, the Center is committed to building an authoritative and fair index system and database of business environment, fully integrating the corporate, financial and customs questionnaires and other data in Shanghai, establishing a dynamic data platform which could fully reflect the business environment in Shanghai both macro-and micro-cosmically, forming a standardized data information processing mechanism, thus to ensure the authority, comprehensiveness, scientificity and timeliness of the data, promote the sharing of data between the Center and the government and industry, as well as strengthen the team’s data analysis and research and consulting capabilities..
The leaders and experts of the Financial and Economic Committee of the Municipal People's Congress and the Municipal Development and Reform Commission congratulated the establishment of the Center in succession. They believed that it was the right time to establish the Shanghai Business Environment Research Center, its research should be oriented to meet the requirements of the 14th Five-Year Plan, it should accept more challenging research topics and make full use of the resources and data of the Municipal People’s Congress and the Municipal Development and Reform Commission to build a high-end think tank.
At the meeting, the studio of non-resident members of the Standing Committee of Shanghai Municipal People's Congress summarized and presented the 2020 project “Research on the Implementation of Optimizing Business Environment Regulations in Shanghai”. By analyzing the business environment policy documents of Shanghai and its current situation, the project carried out an international comparison of the business environment, identified the current weaknesses of the business environment in Shanghai, created a comprehensive evaluation index system for the business environment in Shanghai and evaluated the implementation effect of business environment regulations, as well as gave some advice on how to further optimize the business environment in Shanghai based on typical cases in Shanghai.
