A few days ago, the Annual Workshop on International Taxation Forum 2021 was held virtually. It was hosted by China Taxation and Shanghai Lixin University of Accounting and Finance (SLU) and organized by the editorial office of International Taxation and SLU’s School of Law. Deputy Editor-in-Chief of China Taxation Cheng Xuesong and Vice President of SLU Chen Jie delivered speeches on behalf of the organizers. Over 30 experts also made remarks, including those from research institutions such as the Chinese Academy of Social Sciences (CASS), the Chinese Academy of Fiscal Sciences, the Taxation Research Institute of China’s State Taxation Administration (STA), from universities such as Peking University, Renmin University of China, Fudan University, Xiamen University and Central University of Finance and Economics, as well as from the business community such as KOMG, PwC and Ernst & Young. Over 200 people attended the workshop remotely. The experts discussed some of the hot topics regarding international taxation, such as the latest issues concerning international taxation and the comparative taxation system, international practices in taxation policies to help achieve the goals of carbon peak and neutrality, and latest developments in building global free trade zones (ports) and the taxation issues concerned.

 

Deputy Director-General of the International Taxation Department of STA Xiong Yan delivered a keynote speech for the workshop, titled “Observations and Thoughts on the G20 Taxation Reform to the Digital Economy”. She talked about where the “dual pillars” proposal came from to tackle the taxation challenge brought by economic digitalization, what it was proposed for and how it could be implemented. She said that the consensus on the proposal was the result of compromises made by all parties concerned and would be of great significance to a more stable and equal international taxation system. In general, the positive impacts that the proposal would provide to China, she said, outweigh its negative impacts.


Experts had a discussion over the latest issues concerning international taxation and the comparative taxation system, including Associate Professor of the Peking University Law School Zhang Zhiyong, Executive Director-General of the Public Economic Research Center of Fudan University Professor Du Li, Professor of Xiamen University Law School Zhu Yansheng, Deputy Dean of the School of Public Finance and Tax of Central University of Finance and Economics Professor He Yang, Professor of SLU Luo Qin, Director-General of the International Tax Law Research Center of East China University of Political Science and Law Professor Zhang Zeping, Deputy Director-General of Wuhan University Institute of International Law Professor Cui Xiaojing, Director-General of the International Taxation Research Center of Central University of Finance and Economics Associate Professor Cao Mingxing, Deputy Director-General of the Digital Taxation Research Institute of Renmin University of China Associate Professor Xie Bofeng, as well as those from KPMG, PwC and Ernst & Young.


Other experts discussed the international practices in taxation policies to help achieve the goals of carbon peak and neutrality, including research fellow of the Taxation Research Institute of STA Gong Huiwen, research fellow of the Chinese Academy of Fiscal Sciences Xu Wen, Dean of SLU School of Law Professor Long Yingfeng, Professor of Guangdong University of Finance and Economics Sun Wei, associate research fellow of the National Academy of Economic Strategy of CASS Jiang Zhen, associate research fellow of the Institute of Japanese Studies of CASS Li Qingru.


The forum provided a good opportunity for the Chinese academia in international taxation to communicate with the practitioners on the ground over a range of latest issues concerning international taxation.
