Press Release for the Blue Paper on Shanghai Business Environment (2020-2021) and Workshop on Improving Shanghai Business Environment Held

The workshop on improving the business environment in Shanghai, co-hosted by Shanghai Lixin University of Accounting and Finance (SLU), the Fiscal and Economic Commission of the Shanghai Municipal People’s Congress and the Shanghai Municipal Development and Reform Commission, was held at the China Financial Information Centre on the afternoon of November 12th. The Blue Paper on Shanghai Business Environment (2020-2021) was released at the workshop. The workshop was attended by Deputy Director-General of the Standing Committee of the Shanghai Municipal People’s Congress Xiao Guiyu, Vice Chair of the SLU University Council and President of SLU Yang Li, Deputy Director-General of the Fiscal and Economic Commission of the Shanghai Municipal People’s Congress Gong Zuying, Deputy Director-General of the Shanghai Municipal Development and Reform Commission Peng Yihao, and member of the Fiscal and Economic Commission of the Shanghai Municipal People’s Congress, head of the Shanghai Business Environment Research Center and editor-in-chief of the blue paper Li Shiping. Leaders and experts from the Fiscal and Economic Commission of the Shanghai Municipal People’s Congress, the Shanghai Municipal Development and Reform Commission, the Shanghai Academy of Social Sciences, the Party School of Shanghai Committee of the CPC, Shanghai Normal University and SLU. Xiao Guiyu, Yang Li and Peng Yihao delivered speeches. The workshop was facilitated by the Standing Committee Member of the SLU University Council and Vice President of SLU Chen Jie.

Xiao said in his speech that business environment is one of the key drivers to high-quality regional economic development and that Shanghai has put forward a range of regulations to improve its business environment in recent years, such as those to provide easier Internet access to government services and integrate the city’s environmental sanitation with resource recycling. The Standing Committee of the Shanghai Municipal People’s Congress has laid solid emphasis on the improvement of the business environment for Shanghai. It reviewed and passed the Shanghai Municipal Regulations on Improving Business Environment last April and its Amendments last October. While promoting the improvement of the business environment, it has received the support of human resources from SLU’s Shanghai Business Environment Research Center. The publication of the blue paper is not only a salute to Shanghai’s annual efforts to improve its business environment, but of great significance to the city’s push for a better business environment.

Yang said that a good business environment had revitalized the market and the society and that the opening of the China International Import Expo on schedule reflects that China has made good on its commitment to a more market-driven, law-based and international business environment. The publication of the blue paper is one of the significant results that SLU as a think tank has made in providing advice to the government and knowledge to the public, promoting international communication, providing support to the legislation of the Shanghai Municipal People’s Congress and contributing to a better business environment for Shanghai. The Shanghai Business Environment Research Center will also become an important platform for SLU to contribute to Shanghai‘s economic and social development and a better business environment for the city.

  

Peng stressed that Shanghai has always placed a high value on improving its business environment and has published proposals for reforming its business environment for four consecutive years. The changes to domestic and international environment have presented both challenges and opportunities to Shanghai’s efforts to create a better business environment, and the Shanghai Municipal Development and Reform Commission has already developed a preliminary plan for implementing the innovative trials for Shanghai’s business environment.

 

Li introduced the background for writing the blue paper and provided an overview, and presented the copies to the media. In addition to delivering reports and making comments at the workshop, the experts specializing in business environment also had an in-depth discussion over the potential opportunities, challenges and policies for Shanghai as a result of a better business environment.

The blue paper is comprised of the main body and the appendix. The main body consists of a general report on Shanghai’s business environment, the business environment in the city’s districts and counties, hot topics and case studies, aimed at presenting the practical exploration, reform, innovation and policy experience in regards to the business environment in Shanghai from 2020 to 2021. The appendix includes the policies in relation to the reforms to Shanghai’s business environment. Some of the research in the blue paper, such as providing easier access to inter-provincial government procedures and deepening the reform to the talent systems and mechanisms, have already been put into two clauses in the Amendments to the Shanghai Municipal Regulations on Improving Business Environment.
